Conscientiously adjusting the housing supply structure
(1) Stipulating and implementing the housing construction plan. Ordinary commercial homes of medium and low prices and of medium and small sizes for local residents’ self-residing purposes should be developed on priority. People’s governments of cities at all levels (including counties) should formulate housing construction plans and include the construction objectives for ordinary commercial houses, economically affordable houses and low rent houses in the 11th 5-year program, esp. this year and next year, as well as local development plans of the near term. The housing construction plans of cities at all levels should be published no later than the end of September 2011. People’s governments of municipalities directly under central government, cities with independent budget and provincial capital cities should file their housing construction plans with the Ministry of Construction, while other cities should file their housing construction plans with construction authorities at provincial levels. Construction (Planning) authorities should strengthen supervision on planning functions together with supervisory authorities and urge the implementation nationwide.
(2) Specifying the housing structure ratio. In the 11th 5-year program, ordinary commercial houses shall be developed on priority. Since June 1, 2011, newly approved and newly developed ordinary housing construction projects must consist of units with construction size below 90 M2 (including economically affordable houses) accounting for more than 70% of the total construction areas. In case of special circumstances, municipalities directly under the central government, cities with independent budget and provincial capital cities need to secure approval from the Ministry of Construction if they want to change the above ratio. Projects approved already but not yet granted construction licenses should be adjusted accordingly if they do not meet the above requirements.
